L'Association Enfance et Jeunesse Bief\\-Ven Human Resources Manager The Association Enfance et Jeunesse Bief\\-Venoge, composed of the communes of Denges, Echandens, Lonay and Préverenges, supports families through the implementation of public policies related to daycare, extracurricular care and youth. In a context of creation, it aims to build an integrated and high-performing organization, capable of responding to the current and future challenges of the territory in terms of childhood and youth. In this capacity, it is looking for, for a start of duties from October 2026 (or to be agreed), a Human Resources Manager. In close collaboration with the Association's General Management, you will set up the Human Resources sector. In this framework, your main responsibilities are to: Propose the axes of the Association's human resources policy, in consultation with the sector managers; Define indicators and dashboards allowing for the management of human resources; Ensure the operational activities of the HR function (resource planning and recruitment in support of the sectors and institutional managements; implementation and negotiation of a salary policy; continuing education policy; implementation of evaluation processes, etc.); Elaborate personnel regulations specific to the Association; Supervise the Payroll sector; Support managers in the management of complex situations or as needed; Contribute to the formalization of a corporate culture transverse to the 3 areas of activity. Your profile: you hold a Bachelor's degree in business administration and/or a federal diploma in personnel management, supplemented by specific training in the HR field. You master office tools and HR software. Without being a specialist in salary management, you are able to supervise the activity. You benefit from extensive experience in personnel management of medium-sized entities (between 50 and 100 people) and have knowledge of the specificities of Human Resources management in a public entity. Your ability to conduct multidisciplinary analyses and to adapt methods and tools to the context is recognized, as is your ability to support managers in managing human challenges. Your listening skills are unquestionable but they are accompanied by the ability to set the framework and requirements with tact.
