HR Manager for the Direction Sécurité et économie

With more than 1300 employees, the Direction Sécurité et économie (SE) brings together 6 services with essential and complementary missions: public security, protection and rescue, economy, water management, and services to the population. In this context, as the HR manager of the directorate, you will notably support "blue light" entities in demanding contexts, such as the reform of the Corps de Police, as well as the evolution of organizational models and schedules at the Service de protection et sauvetage Lausanne. You will also be fully involved in major cross-functional projects, particularly the deployment of a new SIRH in partnership with the Service du personnel. Workplace ##### • Rue du Port-Franc 18, 1001 Lausanne Missions ##### • Provide advice and support to the Conseiller municipal in charge of the Direction SE regarding HR and be a source of proposals for the specific HR policies of his Directorate • Guarantee the application of personnel policy within his Directorate in coordination with the Ville's Service du personnel • Provide expertise, particularly in complex situations within the services • Coordinate the HR function of the Directorate (20 people including 7 HR managers of services) • Lead the HR network of his Directorate, develop synergies, and harmonize inter-service practices • Represent the Directorate to the Service du personnel and cross-functional entities Profile ##### • University Master's degree in occupational psychology or in human sciences or a title deemed equivalent • Federal diploma of specialist in human resources or CAS in HR • 10 years of professional experience including a minimum of 5 years as an HR manager, with management of an HR team for a workforce of at least 500 people • Good knowledge of the functioning of a public administration • Excellent interpersonal skills and sense of cooperation • Leadership, personal involvement, flexibility, and global vision • Political sense, analytical mind, and very good communication skills • Mastery of MS Office tools and an ERP Activity rate ##### 80-100% Salary class ##### 13 Special conditions ##### clean criminal record Start date ##### 01.10.2026 or to be agreed Information ##### Mme Felley Cindy, Secrétaire générale de la Direction sécurité et économie +41 21 315 32 14 Please send us your application and the usual documents by 23.08.2026 via the online form.
