Job description ##

Do you hold a Federal Diploma of Higher Education as an HR Specialist or an equivalent qualification, benefit from several years of experience in advising and supporting executives, and are you looking for a generalist HR role that combines consulting, technical expertise, and management?

As the HR Manager for the courts, justices of the peace, and the debt collection and bankruptcy offices of the canton, you will support managers in their daily HR challenges and take charge, with broad autonomy, of more complex or sensitive situations. Your expertise and analytical skills will allow you to propose adapted solutions, to negotiate, and to defend a clear HR position when the situation requires it.

You will lead a small team of HR assistants and ensure the quality of services, relying on your solid mastery of personnel administration, particularly payroll and social insurance. You will also contribute to workforce management and the anticipation of resource needs.

In close connection with the other professions of the HR Directorate - case management, training, and HR consulting -, you will intervene on various subjects and activities presenting particular characteristics specific to the Judicial Order. The General Secretariat of the Ordre judiciaire vaudois (SG-OJV) ensures the administrative, strategic, and transversal coordination of the entire Judicial Order. It pilots key missions such as human resources management, finance, communication, legal support, general administration, as well as support for governance and institutional projects.

Composed of nearly fifty employees, the SG-OJV is looking for an HR Manager to strengthen the existing team.

Responsibilities ##

• Ensure the management of human resources of the Ordre judiciaire vaudois in compliance with personnel policy and the legal framework.
• Advise and support management in matters of management, change management, and conflict resolution.
• Conduct, with broad autonomy, HR interviews and procedures requiring listening, discernment, and confidence.
• Supervise HR administrative activities, guarantee the quality of services, and provide technical support to the team.
• Manage the workforce, analyze resource needs with management, and contribute to their planning while taking budgetary constraints into account.
• Support management in the identification of successors and recruitment.
• Ensure the leadership of a team of 2 to 3 people.
• Participate in or lead various HR projects.

Qualifications ##

• Higher professional training, or a university degree in human sciences or another title deemed equivalent.
• Specific training in human resources (federal diploma, CAS, MAS, other).
• Confirmed experience of at least 6 years in a generalist HR function, including significant practice in advising managers.
• A good knowledge of the Vaud Cantonal Administration, its functioning, and its HR processes constitutes a serious asset.
• Solid mastery of personnel administration and payroll processes, as well as good knowledge of social insurance and labor law.
• Initial management experience constitutes an asset.
• Ease in apprehending varied issues and a marked interest in discovering new fields.
• Excellent capacities for prioritization, analysis, synthesis, and communication.
• Ability to argue, negotiate, and position oneself with confidence and discernment.
• Particular attraction to compliance with standards and a sharp sense of organization and planning.
• Open-mindedness, flexibility, and a sense of empathy.

As part of the recruitment procedure, candidates will be required to present an extract from the debt collection register and a criminal record less than 3 months old.
