HR Project Manager - HR Attractiveness and Development

Job Description ##

In the continuity of the evolution of its HR organization and in order to meet the current and future challenges of the Service, the Service pénitentiaire (SPEN) continues its work around the promotion of professions, attractiveness and staff retention, while developing HR projects that meet the needs of the Service and its employees.

Reporting to the Human Resources unit, your mission is to promote and make known the professions, culture, and values of the Service, both internally and externally, and to develop HR marketing actions to strengthen its visibility and attractiveness.

You will participate in HR projects responding to the needs of the Service, in the areas of skills development, the evolution of professions, the support of employees, and the evolution of HR practices.

You thus exercise a transversal role, at the crossroads of profession promotion, HR marketing, and HR development, in order to contribute to the current and future personnel needs of the Service.

Responsibilities ##

• Implement the strategy for profession promotion and attractiveness of SPEN, by identifying the most suitable target audiences, messages, content, formats, and communication channels.
• Develop and implement HR marketing actions, both externally to promote professions and strengthen the attractiveness of SPEN, and internally to foster engagement, retention, and a sense of belonging.
• Lead or participate in projects related in particular to skills development, the evolution of professions, staff integration, and the improvement of HR practices and processes.
• Ensure strategic monitoring in your field of activity, notably on labor market developments, HR marketing trends, and the practices of actors in related professions.

Qualifications ##

• Higher education in a field related to human resources, HR marketing, communication, or project management.
• Proven professional experience in conducting HR projects, HR marketing, or HR communication, with experience in profession promotion and/or attractiveness development.
• Knowledge of HR marketing and communication, particularly digital, and mastery of different communication tools and channels.
• Experience in the design and implementation of promotion and communication actions.
• Creativity, global vision and sense of perspective, spirit of initiative and ability to propose innovative solutions.

Fixed-term contract of one year, renewable, with an intention to make this position permanent in the long term.

Our employment conditions require that you are Swiss or a holder of a C permit, exempt from a certificate of non-indebtedness (an extract from the Office des poursuites must be presented during the process) and your criminal record must be clean. There is a right to consult the criminal record in application of the Federal Act on Criminal Records by the hiring authority for this function.

Our mission is twofold: to protect the population and to support the reintegration of persons into society. The SPEN manages and supervises the Office d'exécution des peines and 6 penitentiary establishments placed under its authority.
