Anticipating an upcoming retirement, and wishing to strengthen its real estate strategy and the management of infrastructure projects, the Département de la Logistique Hospitalière is recruiting its: Real Estate Unit Manager (M/F) at 80% - 100% The main missions of this position are ### Management of the Real Estate Unit • Manage the personnel of the Real Estate Unit: setting objectives, annual evaluations, skills management, team animation, and development support. • Recruit, integrate, and develop the Unit's employees in compliance with institutional directives, HRC's HR strategy, and the service's evolution needs. • Ensure the planning, prioritization, and distribution of the project load within the Unit, ensuring adequacy between available resources and the criticality of files. • Guarantee the quality, consistency, and reliability of the deliverables produced by the Unit: studies, plans, permit files, tender files, construction monitoring, reporting. • Structure project management practices within the Unit, promoting common methods, clear validation milestones, and efficient coordination. • Promote a culture of high standards, rigor, and transversal collaboration. Real estate strategy and multi-year planning • Propose to the General Management a real estate vision in coherence with the medical-care, operational, and financial orientations of the institution. • Develop, update, and manage the Multi-year Investment Plan (PPI) Infrastructures, and ensure its prioritization and presentation for validation before governance bodies. • Advise the General Management and operational management on construction, renovation, transformation, and optimization projects for the premises. • Provide architectural and technical expertise on complex projects: hospital engineering, flows, critical environments, regulatory requirements. • Optimize surface occupation and sustainably harmonize materials, finishes, and technical standards, in service of efficient operation. Management of real estate projects and technical documentation • Manage all the establishment's real estate projects. • Act as Project Manager for the institution's strategic real estate projects, from the opportunity study phase to acceptance and commissioning. • Define, contract, and manage the mandates entrusted to external contractors (architects, engineers, surveyors) according to SIA standards and public procurement rules. • Guarantee respect for the cost / deadline / quality triad across the entire project portfolio. • Establish the annual and multi-year CAPEX budget related to the Unit's activity. • Monitor project execution, optimize investment expenditure through a Total Cost of Ownership (TCO) approach, and alert management in case of deviation. • Define and maintain the technical documentary management policy for the built heritage (plans, as-built files, technical archives). We require ### • Higher education in architecture, civil engineering, building services engineering (CVSE) or related field (EPF, HES level) or equivalent title recognized in Switzerland. • Confirmed experience in client-side (maîtrise d'ouvrage) and/or consultant-side (maîtrise d'oeuvre) management on complex real estate projects, ideally in a hospital, biopharmaceutical, or complex technical environment. • Confirmed managerial experience, ideally at least 3 years. • Good mastery of the legal and regulatory framework for construction in Switzerland: SIA standards, LATC, RLATC, OAT, AEAI, building permit procedures, and relations with authorities. • REG A or B registration desired, or willingness to register. • Mastery of CAD/BIM tools and project management tools; knowledge of AutoCAD, Revit, MS Project, Archicad or equivalent appreciated. • Excellent command of spoken and written French; technical English appreciated.
