Head of the Mobility Competence Center

Job Description ## You will design how 25'000 employees of the Administration cantonale vaudoise (ACV) travel, primarily for their professional travel and subsequently for their commuting trips. Spread across nearly 800 sites, they travel 7 million kilometers each year with State vehicles and 4.3 million with their private vehicles. The challenge: to provide a common framework for these means, developed at the pace of the needs of each service. You will establish the real travel needs, lead the revision of internal directives, equip the ACV with the digital tools it lacks, and manage the evolution of the fleet of more than 650 vehicles. The rules and tools designed must be able to function without you: simple, applicable, and truly alleviating the burden on everyone. The mechanism, decided by the Conseil d'État on July 1, 2026, includes a Mobility Committee chaired by the Secretary General of the DICIRH and the Mobility Competence Center which you will lead. Reporting to the General Secretariat, you will work closely with the Direction générale de la mobilité et des routes. This position is intended for an autonomous person, capable of driving a transversal file over the long term and obtaining contributions through the quality of what they propose rather than through authority. You will take charge of a file ready to move forward, with the support of the current project manager who remains at your disposal for the necessary time. The profile described below constitutes a target, and we do not expect a single candidate to meet all its elements. Responsibilities ## • Ensure the operational management of the ACV mobility competence center and guarantee the technical, regulatory, and operational coherence of the mobility approach at the ACV scale. • Qualify the real professional travel needs and consolidate the ACV mobility data in order to base decisions on observed usage. • Lead the revision of the normative framework for professional mobility and develop the common rules applicable to the ACV. • Assume project ownership (maîtrise d'ouvrage) of digital professional mobility management tools and guarantee their adoption and self-sufficiency. • Assume expertise in the evolution of the ACV vehicle fleet and manage its implementation. Qualifications ## • EPF, university, or HES Master's in mobility, transport, planning, civil engineering, energy, administration, or an equivalent title. • Training in project management, sustainability, or professional and commuting mobility management desired. • 8 years of professional experience in planning and conducting projects in the field of mobility related to professional and commuting travel, including 5 years of conducting transversal projects within large organizations. • Knowledge of vehicle fleet management and good knowledge of project ownership of digital tools. • French, German, or English, an asset.
