Starting in August 2027, the current motivation semester (SeMo) and pre-training (Préfo) measures of the canton of Fribourg will be implemented by ProgresS, a new non-profit association mandated by the Service public de l’emploi (SPE).

We are looking for a general management capable of giving momentum to a new organization, uniting teams, and transforming ideas into concrete actions. A key role, at the heart of a period rich in changes, where leadership, sense of collective, strategy, and ability to decide will make all the difference.

Your mission
You assume the general management of ProgresS and steer the implementation of the new organization in a demanding context of transformation. You unite teams and stakeholders around a common vision, practices, and objectives. You guarantee the implementation and quality of services while ensuring strategic development, institutional representation, as well as the financial and administrative responsibility of the association.

You specifically ensure:
_ the operational, strategic, and organizational steering of the association
_ the management of the transformation and change management support
_ the integration of teams and the development of a common institutional culture
_ the supervision and support of sector managers
_ the definition and harmonization of roles, processes, and operating modes
_ relations with the SPE, the association committee, and institutional partners
_ financial, administrative, and HR steering in connection with the relevant bodies
_ the analysis of results, needs, and the evolution of services
_ the development of partnerships and opportunities to consolidate the system

Your profile
Education
_ Higher education or confirmed experience in the fields of management, organizational management, integration, social work, human resources, finance, or project management
Experience and skills
_ Significant experience in a management function, team leadership, or mandate steering
_ Proven experience in change management, organizational transformation, or team integration
_ Solid capacity for institutional, operational, and financial steering
_ Asserted leadership and ability to unite teams in a complex environment
_ Ability to arbitrate, decide, and take responsibility for sometimes difficult choices
_ Excellent interpersonal, diplomatic, and negotiation skills
_ Ability to manage resistance, tensions, and conflict situations
_ Good knowledge of the integration network, institutional partners, and the Fribourg context
_ Very good analytical, synthesis, and writing skills
_ Proficiency in French and German. A bilingual profile would be ideal
_ Discretion, reliability, and a high sense of responsibility
