HR Manager of the Security and Economy Directorate (80% to 100%)

In this context, as the HR manager of the directorate, you will notably support "blue light" entities in demanding contexts, such as the reform of the Police Corps, as well as the evolution of organizational models and schedules at the Service de protection et sauvetage Lausanne. You will also be fully involved in major transversal projects, in particular the deployment of a new HRIS in partnership with the Personnel Service. Main mission(s) ### Provide advice and support to the Municipal Councilor in charge of the SE Directorate regarding HR and be a source of proposals for the specific HR policies of their Directorate Guarantee the application of personnel policy within their Directorate in coordination with the Personnel Service of the City Provide expertise, particularly in complex situations within the services Coordinate the HR function of the Directorate (20 people including 7 service HR managers) Animate the HR network of their Directorate, develop synergies, and harmonize inter-service practices Represent the Directorate to the Personnel Service and transversal entities Profile ### University Master's degree in occupational psychology or in human sciences or a title deemed equivalent Federal diploma of specialist in human resources or CAS in HR 10 years of professional experience including a minimum of 5 years as an HR manager, with leadership of an HR team for a workforce of at least 500 people Good knowledge of the functioning of a public administration Excellent interpersonal skills and sense of cooperation Leadership, personal involvement, flexibility, and global vision Political sense, analytical spirit, and very good communication skills Proficiency in MS Office tools and an ERP Special conditions ### Clean criminal record Workplace ### Rue du Port-Franc 18, 1001 Lausanne Salary class ### 13 Start date ### 1st October 2026 or by agreement Information ### Mme Felley Cindy, Secretary General of the Security and Economy Directorate, +41 21 315 32 14 Offer ### Please send us your application and the usual documents by 23.08.2026 via the online form.
