Your contribution

• Manage the COLSTA technical application, further developing it throughout its entire life cycle
• Consolidate and define priorities regarding technical requirements from executive bodies, specific areas, projects, and other stakeholders, translating them into actionable solutions
• Elaborate conceptual principles, visions, and decision-making bases for the further development of COLSTA
• Ensure consistency between the technical application, operating processes, data, legal provisions, and connected peripheral systems
• Contribute to defining the technical roadmap of COLSTA and participate in planning for releases, introduction, and further development
• Represent the technical perspective of COLSTA within projects, expert groups, and cross-sectoral initiatives as well as act as a SPOC

What distinguishes you

• Higher education (SSS/SUP or equivalent) as well as continuing education in requirements engineering, business analysis, management informatics, process management, or equivalent
• Several years of professional experience in a similar context, with reference to technical applications, operating processes, product management, or digital transformation
• Experience in the technical management or further development of complex technical applications
• Ability to translate strategic objectives into technically valid, compliant, and user-oriented requirements
• Analytical and conceptual approach, strong sense of responsibility, negotiation skills, and a propensity for cross-sectoral collaboration
• Good active, written, and oral knowledge of two official languages; knowledge of English is an advantage

The Labour Directorate of SECO is the Confederation's competence center for all fundamental issues concerning labour market policy and unemployment insurance. The Labour Market/Unemployment Insurance service area defines the technical framework of execution and follows its further digital development. The Sostegno operativo agli URC/LPML/SC group is part of the Labour Market and Integration sector and operates at the interface between execution, specific areas, informatics, and management.
In this function, the person hired will hold a fundamental technical role in the management and further development of the COLSTA technical application. They will contribute to ensuring that the further development of COLSTA occurs in a consistent, compliant, user-oriented, and future-proof manner, in synergy with operating processes, data, peripheral systems, and legal provisions. In this way, they will participate significantly in the digital transformation of the public placement service and unemployment insurance.
