As an expert in financial analysis, you coordinate the annual and multi-year budgeting process in compliance with the deadlines imposed by internal and external imperatives. You orchestrate this implementation in partnership with the administrative and financial managers of the departments, the department management committees, and the bodies of the Hôpitaux universitaires de Genève. You ensure consistency between the four-year financial plan and the annual budget while respecting the instructions of the institutional and State bodies.

Your collegial spirit leads you to support the various professionals involved in the preparation of the budget by ensuring the integration of budgetary elements into reporting, institutional dashboards, and management accounting. Your ability to synthesize the process allows you to present clear and concise financial reports to the various internal and external stakeholders.

Your rigor and pragmatism, coupled with your taste for innovation, allow you to stabilize and pursue the development of the new budgeting approach while being proactive in a goal of continuous improvement. In this capacity, you assume responsibility for various continuous improvement processes and are the guarantor of the proper functioning and adequacy of the budgetary tools. You have the ability to adapt the budgeting process and methodology to move towards a zero-based budget.

In a transversal manner, you actively participate in various projects of the Direction des finances, thereby contributing to the development of the institutional financial strategy.

You hold a Master HEC or a degree deemed equivalent.

You have at least 5 years of experience in management control focused on complex budget construction. Experience in the hospital environment and/or knowledge of the organization and calendar of the state is also strongly desired.

You possess excellent command of standard IT and office tools such as Excel and Power Query.

Proficiency in Business Objects and IBM Planning Analytics are definite assets.

You have proven analytical capacity, rigor, and organizational skills. You demonstrate autonomy, reliability, and know how to manage priorities.

Your team spirit and mutual aid, as well as your communication skills, allow you to integrate easily and maintain excellent relations with your various interlocutors.

The Direction des finances (https://www.hug.ch/direction-finances) of the HUG is responsible for the financial, budgetary, and accounting management of the hospital, the administrative management of patients, the setting of tariffs, the planning of investments, and the development and maintenance of the business intelligence system. It manages a budget of nearly 2 billion francs, processes and controls more than one million supplier invoices and more than one million patient invoices. It proposes and edits indicators and dashboards for monitoring activity and institutional objectives. It is finally responsible for the production of all official statistics transmitted to the health authorities.
