Your missions Reporting to the head of the << Justice et sécurité >> sector, you will lead the IT component of the e-Justice program of the State of Fribourg and actively contribute to the digital transformation of the judicial authorities. At the head of a portfolio composed of several projects conducted in parallel, you guarantee the achievement of objectives, the consistency of solutions, risk management as well as alignment with the IT strategy of the State. In a demanding, complex environment strongly exposed to institutional stakes, you play a central role as a leader, facilitator and trusted partner to the various stakeholders. The e-Justice program brings together several projects conducted simultaneously, involving multidisciplinary teams consisting of project managers, architects, developers, business representatives and external partners. Strategic steering of the program Lead the e-Justice program and implement its multi-year roadmap in perfect collaboration with the business program manager Coordinate the projects composing the program by guaranteeing their global consistency Ensure the alignment of projects with the cantonal strategy, the legal framework and the standards of the State of Fribourg Prepare decision-making files and the elements necessary for the governance of the program Governance and conduct of the program Supervise all IT projects of the program Supervise and coordinate the project managers responsible for the different components of the program, as well as the IT teams (ICT-architects and ICT-Software engineer) Ensure the consistency of methods, deliverables and governance processes Ensure the application of the project management methodologies in force, notably HERMES metro Define steering indicators and ensure reporting to the hierarchy and governance bodies Maintain a consolidated vision of the program risks and ensure their treatment with the governance bodies Ensure compliance with commitments regarding costs, deadlines, quality and security Promote a culture of collaboration, accountability and continuous improvement Stakeholder management Ensure communication with judicial authorities, services of the cantonal administration, suppliers and institutional partners Build and maintain relationships of trust with all stakeholders Prepare and lead the negotiations necessary for the success of the program Anticipate and manage expectations, divergences of interests and sensitive situations Desired profile Education Education Completed higher education (university, HES or title deemed equivalent) Specialized training in the management of complex projects and programs Certifications in project or program management (HERMES, IPMA, PMP, MSP or equivalent) desired Experience More than 10 years of experience in the management of complex IT projects and programs Proven experience in the simultaneous management of several interdependent projects Confirmed experience in the coordination of multidisciplinary teams composed of internal and external resources Significant experience in the steering of suppliers and service providers Experience of Agile environments applied to the development of software solutions Experience in public or judicial administration: a plus Key skills Knowledge of the Agile approach and the Scrum methodology Recognized skills in communication, negotiation and conflict management Excellent ability to evolve in a complex institutional environment Very good analytical, synthesis and decision-making skills Excellent writing skills Autonomous and responsible endowed with a natural and unifying leadership capable of making decisions and asserting oneself Loyal and respectful of the institutional framework of the State Result-oriented while taking into account human and institutional stakes Languages Excellent command of French orally and in writing Good knowledge of technical English Mastery of German constitutes an asset Contact details Alexandre Bramaz, [Écrire un email](< >), T Michaël Studer, [Écrire un email](< >), T jpidfca8215jm jpit0936jm jpiy26jm
