September or by agreement Place of work: Bern Are you willing to take on responsibility as Head of Department and Specialist Application Officer for the operation and further development of the new application and are you motivated to help shape the further development of digital application processing as a member of the management team of the Training Contributions Department? As a trained and experienced IT specialist, you will lead a small team of two people. You are responsible for the smooth operation and continuous further development of the specialist applications. Together with the management team (department management, application management and legal management), you will analyze business processes and optimize workflows. To do this, you will acquire in-depth specialist knowledge in a complex field and in specialist processes for application processing. You will work closely with the management team and the employees of the Application Processing department and are at the interface between specialist experts and external developers. Your tasks <br /> • Administration of the ongoing operation of specialist applications, 2nd level support and incident management • Analysis of existing business processes, identification of weaknesses and development of efficient target processes • Creation of requirement specifications for the further development of the application and implementation of legal changes • Recording, prioritizing and translating requirements for IT developers • Planning, controlling and monitoring of releases as well as change and demand management • Test management including automated testing and quality assurance • Co-design and further development of the ISDS concept as well as responsibility for security and data protection measures • Training of employees and communication with internal and external stakeholders • Personnel and specialist management of a specialist application officer <br /> Your profile <br /> • Completed university studies at a university of applied sciences or university, ideally Master of Science in Computer Science • Native language German, good knowledge of French • Several years of experience in the administration and further development of specialist applications • Knowledge of business analysis, requirements management, process optimization and testing • Experience in release management and handling of IT security concepts • Analytical and structured way of working, combined with high communication and team skills in interdisciplinary collaboration • Ability to prepare, explain and implement complex facts in a comprehensible manner • High degree of initiative, organizational skills and independence • Personnel and specialist leadership experience is an advantage <br /> We offer you You can expect a varied, responsible and interesting field of activity in a well-rehearsed, motivated and very experienced team of experts. The Training Contributions Department of the Central Services Office is responsible for awarding training contributions in the form of scholarships and loans to persons in education with a stipend-related place of residence in the canton of Bern. Around 5'500 -- 6'000 applications are processed and checked every year. The new application for application processing will be used and further developed from summer 2026.
