In this function, you accompany the urban and landscape development of the municipalities of the canton of Berne. You work closely with the municipal planning authorities by establishing a relationship of trust and by contributing to the implementation of innovative solutions in accordance with the master plan and current law. An experienced and committed team composed of planners and legal experts awaits you in Nidau and in Berne.

Your tasks

• Conduct the preliminary examination of zone plans and neighborhood plans (plans and regulations), as well as master plans
• Collaborate in the approval of allocation plans, incl. appeal procedure
• Write technical reports and official reports
• Advise municipalities and regions on land-use planning issues
• Collaborate on interdisciplinary projects and working groups

Your profile

• Graduate in territorial development, geography, architecture, landscape architecture or another comparable discipline
• Knowledge and experience in land-use planning, good spatial representation skills.
• Experience as a project manager with analytical and conceptual skills.
• Result- and client-oriented working method, strong interest in interdisciplinary collaboration in a bilingual environment, ability to assert oneself and negotiate.
• Spoken and written French (C2-C1); good active knowledge of German (B2).

The Office of Municipal Affairs and Territorial Organization of the canton of Berne (OACOT) is committed, as the cantonal supervisory and approval authority, to the sustainable development of the territory and the municipalities for the benefit of the population and the economy. We take care of land-use planning and territorial development issues at municipal, regional and cantonal levels, examine and approve the planning of municipalities and regions and evaluate construction projects outside of building zones. We monitor municipal finances, examine and approve municipal legislative acts and advise municipalities on issues of municipal law as well as on reforms and mergers.
