Through its statutory goals, it operates the Service d'aide et de soins à domicile, the Service social and operates two medico-social establishments. Following the future departure of the incumbent, the Réseau Santé et Social de la Gruyère is announcing a vacancy for the position of: IT Manager In this strategic and transversal role, you will lead the digital transition of our institution by guaranteeing a robust, secure information system (IS) that is perfectly aligned with our medico-social missions. As the primary interlocutor for Management, you will provide a global vision to arbitrate technological choices and translate business needs into reliable and sustainable architectural solutions. Your main responsibilities Strategy, governance & management * Define and lead the strategy and global architecture of the information system. * Guarantee the consistency of the application ecosystem, infrastructures, and data management. * Manage and develop an internal team of 3 collaborators, while fostering a spirit of innovation. * Develop the annual IT budget, control expenditures, and optimize investments. Security, sovereignty & risk management * Instill and enforce the IT security and data protection policy (LPD), in collaboration with the relevant authorities. * Place digital sovereignty at the heart of technological choices (evaluation of vendor dependency, reversibility of solutions, long-term cost control). * Supervise compliance, monitor IT risks, and coordinate security audits as well as the systems of our service providers. * Prioritize and monitor IT projects by adapting the methodological approach to the context and real challenges of the institution. * Support change management within teams and ensure the link with non-technical profiles. * Manage contractual relationships and evaluate the performance of service providers and third-party partners. Management of the application ecosystem & Data * Ensure the sustainability, evolution, and integration of our key solutions: M-Files (GED), ProConcept (ERP), JBM (time management), CareFolio (@Home et LongTerm) and Kiss (service social). * Define and enforce the principles of data management, quality, and integrity. Budgetary management and control * Develop the annual IT budget and rigorously control expenditures. * Analyze budget variances and optimize the overall costs of the information system. * Validate all hardware and software investments. Your profile: * Training & Global Vision: Higher education in IT (HES, EPF, Federal Certificate/Diploma) or a path deemed equivalent. You possess a broad understanding of the entire IT chain (systems, networks, cybersecurity/cyberdefense, software environments). * Experience: Minimum 5 years of successful experience in managing information systems, team management, and conducting complex projects. Experience in the public or health sector in Switzerland constitutes a solid asset. * Strategic skills: Proven ability to design physical, virtual, and software architectures and evaluate complex solutions from the perspective of risk and data sovereignty. * Languages: Perfect mastery of French (working language). Excellent mastery of technical English and a confirmed ability to communicate orally in English. * Personal qualities: Leader posture, analytical and creative spirit, strong ability for arbitration and negotiation. You are recognized for your interpersonal skills and your ability to simplify technical subjects for Management.
