• 23 June 2026 • 80 - 100% • Indeterminate duration • Possible • Rue de la Poste 3, 1350 Orbe The Regional Association for Social Action (ARAS) Jura-Nord vaudois, which includes 73 municipalities - for a population of around 96,730 inhabitants - has come together to offer the population a platform of services related to social and family affairs. Our Daycare Service (AJE) based in Orbe brings together nearly 700 employees in over 34 collective care structures and a significant family care sector (around 150 caregivers in family environments spread across three regions). As part of the development of its quality approach and the structuring of its processes, this service is creating a new position as a: Quality Management System Manager (SMQ) General Mission Directly attached to the AJE Management, the Quality Management System Manager (SMQ) has the mission of designing, implementing, and managing the quality approach and risk management of the AJE service. In compliance with institutional challenges, they define and deploy a Quality Management System (SMQ) aimed at guaranteeing the quality, safety, and continuity of services offered to children and families. In close collaboration with the relevant internal stakeholders, they structure the key processes of the service, whether operational, HR, or financial. Furthermore, they set up monitoring and evaluation tools and support teams in the appropriation of good practices. In support of the operational management of AJE, they contribute to the definition and monitoring of performance indicators. They manage continuous improvement plans, support risk prevention and management, and contribute to the service's compliance with legal and institutional requirements. They organize and structure process management by defining process owners, document management, and updating them in collaboration with operations. Finally, they participate in anchoring a shared quality culture by leading participatory approaches in this context. Desired Profile You have a tertiary education, ideally completed with a quality management, project management, and/or ISO standards training, such as a CAS, DAS, or MAS in Quality & Strategy Management or equivalent training. You have confirmed experience in setting up or managing a quality system, ideally in the social, educational, parapublic, or public sector. You are familiar with the field of daycare services, its legal framework, and cantonal requirements, or are able to quickly become familiar with them. You master the main quality tools, including process mapping, dashboards, performance indicators, risk management, and document management, ideally via a GED software. You are used to leading transversal projects, animating working groups, and supporting change with method, diplomacy, and a sense of collaboration. Experience in occupational health and safety management, as well as knowledge of the CFST standard, are assets.
