The FHVi accompanies them in the many challenges of the digital transformation of the health sector and has as its main missions to plan, design, implement and operate the IS of its members. These are more than 100 employees at the service of 10,000 users, for a park of more than 7,000 workstations distributed over a hundred geographical sites and across three cantons (VD, VS, FR). Contract Manager (80-100%) _ Fixed-term contract 3 months minimum The FHVi is a key player in the business, organizational and digital support of health establishments – hospitals, hospital pharmacies, care networks, EMS and rescue and emergency centers – in French-speaking Switzerland. The recognized non-profit association of public utility is located in Prilly at the Cery hospital site. It is committed to supporting health establishments through its expertise in information technologies and health management. Its role is to improve efficiency, coordination and digital infrastructure through solutions adapted to a diverse clientele, both in terms of the size of the structures and the professions concerned. By relying on a shared information system and quality digital services, it aims to guarantee a safe and high-performing hospital organization, centered on the needs of the patients. Faced with the increasing digitalization of the health system, the FHVi has recently begun its own transformation to respond effectively to the challenges of this field which is at once complex, dynamic and exciting. This transformation involves, among other things, a profound redesign of the financing model. This includes a significant improvement in budget management as well as the implementation of more robust and transparent financial practices. In this context, the organization is looking for Contract Manager (80-100%) fixed-term contract of 3 months minimum. Desired start date: As soon as possible (ideally immediately). Reporting to the administrative and financial director, at the crossroads of the legal, financial and operational fields, you will optimize the IT department's purchasing program and will be the guarantor of contract reliability and will help the different departments reach their objectives. Main responsibilities: Purchasing process: Defines and guarantees the rigorous application of a coherent purchasing process, both for standard purchases and those subject to public procurement regulations (call for tender and public call for tender), in compliance with the thresholds, procedures in force and the Signature Regulations. Designs and implements, in collaboration with operational teams, consultations (RFI, RFP, RFQ). Ensures the sourcing and identification of relevant providers and prepares, coordinates and leads the consultation and candidate presentation phases. Develops multi-criteria analysis grids and evaluates offers on technical, functional and commercial levels. Conducts negotiations, whether through direct negotiation or within the formalized framework of consultations, in close coordination with technical experts (IT department, business directions) and lawyers. Contributes actively to the supplier selection process and the contractual formalization of agreements. Steering, performance and spend management: Monitoring and managing relations with strategic suppliers, analysis of reporting, review of contracts and expenditures, organization and steering of monitoring committees. Definition and implementation of a strategy to optimize contract performance throughout their life cycle. Expenditure analysis: collection, consolidation and analysis of purchasing data by supplier and by category; development of summaries and recommendations. Monitoring purchasing performance: production and monitoring of key performance indicators (KPI), regular reporting and presentation of results to management. Management of key contracts: active monitoring of deadlines, contractual commitments and associated risks; alerts and recommendations for management. Participation in or steering of supplier and market risk analyses, integrated into decision-making processes. Strategic monitoring: continuous surveillance of market developments, technological innovations and regulatory developments impacting purchasing. Carrying out comparative analyses to identify best practices and optimization opportunities. Profile sought Possessing an open, benevolent and solution-oriented personality, you have solid experience in a service company, ideally in an IT environment, and manifest a marked interest in technological and contractual issues. Your excellent mastery of financial levers, combined with a natural ease with numbers, allows you to effectively manage contractual performance throughout the life cycle of the contracts. You know how to interpret complex data, identify risks, and recommend relevant corrective actions. An outstanding communicator, you interact fluidly within cross-functional teams, while ensuring a constant link with internal and external stakeholders. You are comfortable in negotiation, leading monitoring committees, and coordination with legal, purchasing, finance or operational services.
