The Dienststelle Informatik (DIIN) provides comprehensive IT services for the departments, courts, and schools of the Canton of Luzern. In addition to advising on IT issues in the areas of architecture, security, infrastructure, projects, and applications, and providing IT services, it operates the cantonal IT infrastructure in two modern data centers and is responsible for the construction and operation of the complex cantonal communication network.

Microsoft 365 is the digital backbone of collaboration in the cantonal administration and in the schools of the Canton of Luzern. We are rebuilding the operation of this enterprise platform as our own organization. As Product Manager M365, you are responsible for what is created on this platform, in what order, and with what benefit for the departments and the schools.

Your tasks

• You manage the roadmap of the M365 platform and prioritize according to value and risk. Management sees what comes when and can steer.
• You expand access for the departments: one address for requests, a visible backlog, clear responsibility for every decision. No request gets lost, none bypasses decision-making bodies.
• You bring new services or apps to release quickly and verifiably, together with Security, Data Protection, and the technical specialists. Data protection is a quality feature for you, not a brake.
• You make transparent what the platform and the individual services cost, and allocate them fairly to the administration and schools based on usage. You support management with financial planning and budgeting.
• You plan rollouts with communication and enablement and demonstrate the benefit using key figures.
• You help build the M365 operating model, transfer tasks from the external partner to the internal organization, and work closely with the Product Owner, DevOps Engineers, Architecture, and Business Owners in a scaled agile setup (SAFe).

Your profile

• Completed studies or equivalent experience in computer science, business informatics, or business administration with a strong IT focus (HF, FH, or university).
• Several years of experience as a Product Manager, Product Owner, or Service Owner for a platform with many internal customers. You have previously enforced a roadmap against competing interests.
• Substance on the platform: you assess for yourself what a request means technically. Team, meeting, and app policies, permission and sharing models in SharePoint Online and OneDrive, guest access and its lifecycle in Entra ID, Sensitivity Labels and Purview, prerequisites for Copilot, security baselines such as CIS Benchmark and Secure Score.
• You notice when a statement from a manufacturer or a partner is incorrect and can argue your standpoint technically.
• Understanding of modern operating models: DevOps, automation, Configuration as Code, and auditability in the M365 context.
• Experience in a scaled agile environment (SAFe) with roadmap, prioritization, PI Planning, and collaboration with Business Owners.
• Experience in public administration or a regulated environment is an advantage.
• You influence without formal authority: you lead different interests to sustainable decisions and remain committed.
