Project Manager for the CMS system

Bern (and home office) | 80-100% (jobsharing possible) What you can contribute • Plan, supervise, and successfully lead the preliminary project relating to the mobile security communication system (CMS) until 2029 and prepare the foundations for its subsequent development • Design, coordinate, and implement the feasibility demonstration for the future CMS system in collaboration with internal and external partners • Coordinate collaboration between the Confederation, the cantons, and other partners of the National Security Network and reconcile different requirements to achieve viable solutions • Develop portfolio overviews, roadmaps, and implementation strategies; coordinate requirements with specialized services, product management, and agile development teams • Manage project progression, risks, changes, costs, and deadlines; provide support in developing the funding, procurement, and communication processes planned for the CMS system at the main project stage; prepare decision-making bases for program managers, steering bodies, and clients • Assume the role of main interlocutor, defend stakeholder interests, and actively contribute to the establishment of a resilient and resolutely future-oriented security communication system for Switzerland <br /> What makes you unique • Degree from a university or a university of applied sciences (computer science, business informatics, engineering, or related field) and further training in project management • Several years of experience in managing complex projects related to digitalization or ICT, ideally within the public sector or an environment where security is paramount • Mastery of procedural models (notably SAFe and DevSecOps) and the HERMES project management method, ability to combine different methods and to be convincing, excellent social skills, reliability, talent for negotiation, and presence during interventions at all hierarchical levels • Ability to think in networks, analytical mindset, solution-oriented working method, and enjoyment of tackling complex challenges within an interdisciplinary team • Ability to maintain capacity to act and set priorities, even in a stressful, complex, and unstable environment • Good knowledge of at least a second official language and, if possible, passive knowledge of a third official language and good knowledge of English <br /> In a few words Security communication can save lives. The preliminary project relating to the CMS system aims to replace Polycom and ensure resilient broadband mobile security communication for the Confederation, the cantons, the army, rescue and security authorities and organizations, as well as other partners within the National Security Network. To steer the CMS system preliminary project, we are looking for an experienced and resilient person, capable of taking initiative and managing complex projects involving technical, political, and federal collaboration in a structured manner. In this position, you will participate in the design of the new mobile security communication system for Switzerland. Your mission will be to coordinate collaboration between the Confederation, the cantons, and other partners, to create the necessary foundations for the implementation of the preliminary project by 2029 and, thus, to contribute sustainably to the resilience of rescue and security authorities and organizations, while strengthening their capacity to act.
