Head of Operations

Job Description ##

The Direction générale de la mobilité et des routes DGMR is looking for a head of the SIERA Operations domain.

The Service intercantonal du réseau autoroutier SIERA is an autonomous public law establishment, which manages the routine maintenance of the 300 kilometers of highway network of the cantons of Fribourg, Genève and Vaud on behalf of the Office fédéral des routes OFROU.

Responsibilities ##

• Participate in the governance and management of the public law establishment as a member of the management board.
• Lead the activities of the Operations domain (maintenance, projects, network and user safety, etc.) and coordinate the four maintenance centers of the cantons of Fribourg, Genève and Vaud. Manage a team of approximately 140 employees, including 6 direct reports.
• Drive the development of the domain and design its HR strategy. Support the management and the cantons on key files.
• Modernize tools, develop and harmonize processes and procedures, while ensuring the resolution of field issues and developing synergies between the maintenance centers.
• Optimize the use of financial resources in compliance with rules (public procurement, OFROU/VSS standards, SST and environment).
• Elaborate service contracts (OFROU and cantons), supervise budgets, drive cost control by product and ensure technical reporting.
• Represent the Operations domain internally or externally within the cantons of Fribourg, Genève and Vaud.
• Provide support to the on-call service, in the context of cantonal organizations in case of disasters or crises, and towards the OFROU.

Qualifications ##

• Engineering degree (or equivalent) in civil engineering or any other field useful to the function.
• Additional training (CAS) in management, a strong asset.
• At least 10 years of experience in the field of infrastructure maintenance or similar. Experience in business management or the management of a unit/department, expected (strategic, operational and financial management).
• At least 5 years of experience in significant team management.
• Good knowledge of cantonal and federal institutions and legal frameworks, as well as the technical standards of the field.
• Ease and interest in digital tools, with an approach oriented towards efficiency and continuous improvement.
• Organizational and transversal vision. Ability to analyze, harmonize and optimize existing procedures and processes.
• Excellent communication and organizational skills. Proactive and takes initiative.
• Good oral understanding of German, expected.
• Driving license (category B) indispensable.
