Implementation of the digital strategy in the penitentiary system of French-speaking Switzerland
The Conférence des responsables cantonaux de l'exécution des peines (CCSPC) is looking for, starting from 1 January 2027 or by agreement, a committed associate in charge of the digital strategy.
Digitization is transforming the penitentiary system and you will actively participate in this transformation. For the implementation of the common digital strategy "Système pénitentiaire 2030", we are looking for a committed personality who, through their expertise, communication skills and taste for networking, will accompany the 7 French-speaking cantons on this path.
Your future workplace is located at the Maison des cantons, in Berne.
Your missions
You participate in the implementation of the digital strategy in Switzerland and you are the preferred interlocutor for the French-speaking cantons.
You accompany different groups of thematic experts around the issue of digitization in the penitentiary system.
You provide support to the cantonal authorities on the ground, for example within the framework of intercantonal roadmaps, measures aimed at data harmonization or the implementation of the electronic penitentiary file.
You work in close collaboration with the digital commission of the CCSPC and the head of digital strategy, and you operate at the level of the cantonal heads of the penitentiary administration.
Your profile
Specialized higher education (business management / management IT) or equivalent professional experience; good basic knowledge of IT and interest in various themes related to digitization
Project management skills and experience in concept development.
Native language: French; good knowledge of German; proficiency in Italian is an asset.
You communicate clearly and in a manner adapted to your interlocutor, whether it is an expert committee or a cantonal authority.
You distinguish yourself by a systematic, motivated and autonomous approach in your work.
Personality capable of working in a team and building contacts, oriented towards service and results.
Availability to travel in Switzerland.
What we offer you
A meaningful activity: you actively participate in the digitization of processes, files and collaboration between the cantons in the field of the execution of sentences.
A large degree of freedom and largely autonomous work: you work one day per week at the Maison des cantons in Berne; on the other days, you organize your work according to your missions, including at other sites in the 26 cantons.
Our team: The secretariat of the CCSPC is composed of three people, closely linked to the cantons and focused on service.
A position within the service of the execution of sentences and reintegration of the canton of Zurich, offering attractive working conditions (salary class 18).
A flexible employment rate starting from 60 %.

The CCSPC: The CCSPC is the specialized conference of the Conférence des directrices et directeurs cantonaux de justice et police (CCDJP) responsible for penitentiary matters. It promotes reflection on intercantonal developments as well as collaboration between cantonal bodies, the Confederation, the CSCSP and the concordats on the execution of sentences.
