Your missions As the head of the department, you hold a strategic position with high political exposure. Under the direct supervision of the Syndic, your responsibilities include: Steering the department at strategic, human, and financial levels and contributing to the continuous adaptation of the organization and processes from a perspective of anticipating future challenges and the increasing complexity of legal activities Providing sharp legal expertise to the Communal Council, providing preliminary opinions on legislative files, and managing complex files (public procurement, spatial planning, construction law, personnel law, public and private law in general) Ensuring compliance with legality (federal, cantonal, and communal law) and acting as a referent for data protection Representing the City in judicial and administrative proceedings Supervising mandates entrusted to external experts and lawyers Leading the drafting and revision of communal regulations and ordinances Representing the Legal Department in various commissions or entities (internal and external) Your profile Holder of a Master's degree in Swiss law or a lawyer's patent (strongly desired) Minimum 5 to 10 years of professional practice with sharp expertise in administrative and private law, spatial and construction planning, personnel law and public procurement, and good knowledge of the functioning of public authorities Proven experience in team management, unifying and collaborative leadership Excellent writing skills, sense of diplomacy, and ability to popularize law for non-specialists Interpersonal skills, sense of public service Absolute integrity, high stress resistance, and ability to manage sensitive files Proficiency in standard IT tools (Office 365) Proficiency in French or German with good knowledge of the other language Start date: 1 February 2027 or by agreement Sensitive to sustainable development, the City of Fribourg requests that applications be sent via the recruitment site ( until 18 September 2026.
