The Direction des Projets et Processus (DPP), a structure attached to the Direction générale, occupies a strategic place within the institution. It ensures the steering and management of major projects, ensures the professionalization of project management, supervises institutional portfolios, and optimizes operating processes. Strategic Project Manager - 100% The HUG are implementing their new institutional strategy. This strategy places humans at the heart of all its actions, with particular attention paid to patients and their loved ones. It is structured around five strategic axes centered on patients, employees, research & innovation, organization, and infrastructure. Fifteen flagship achievements specify the concrete and priority results to be achieved by 2030. In this context, the flagship achievements -- Alignment of internal governance -- and -- Simplification and reduction of administrative burden -- constitute structuring levers of institutional transformation. Within the Direction des Projets et Processus (DPP) and the Direction Juridique, Intégrité et Conformité (DJIC), the strategic project manager steers and coordinates the implementation of these two major achievements. The position includes exposure to governance bodies and involves the preparation of steering committees as well as occasional presentations to the executive committee. A workload of 50% is planned for each of these flagship achievements. It is possible to apply for 100% for both flagship achievements or 50% for one of the two flagship achievements. Management of the internal governance program and organizational design ( You are responsible for the management of this flagship achievement, equivalent to a program. You coordinate and monitor this program for the alignment of the institutional governance system, including the coordination of first-tier decision-making actors, monitoring of milestones, and production of associated deliverables. You contribute to the organizational design of target governance models and take direct responsibility for certain projects within the program. You prepare and lead the steering committees for the latter and produce decision-making support elements for the management bodies. Management of simplification projects ( You lead projects to simplify processes or practices aimed at reducing the administrative burden, some of which may have an IT component. You analyze the existing situation, identify levers for improvement, and implement solutions, ensuring the concrete improvement of the user experience. In parallel, in direct support of the managers of the flagship achievement, you ensure the consolidated monitoring of the flagship achievement (project progress, milestones, and production of reporting). For these two flagship achievements, you lead and coordinate project teams within the relevant directorates and departments. You support organizational transformations by mobilizing change management approaches. Qualifications You hold an engineering degree, a Master's in organization, strategy, or equivalent, with a minimum of 10 years of experience in a project and program management environment. A certification in project management (HERMES; IPMA, Prince2, or PMI) is preferred. A certification in continuous improvement (Lean, Green, or Black Belt) is an asset. You have solid experience in organizational design and continuous improvement (lean). You are able to structure and lead complex projects involving multiple stakeholders. You have very good analysis and synthesis skills, and know how to formalize processes and identify simplification levers. You are comfortable with process modeling approaches (BPMN) and functional analysis tools. Experience in corporate governance and communication at management levels is a strong asset. Knowledge of hospital governance models is a real asset. You know how to ensure the consolidated monitoring and reporting of several projects conducted in parallel (dashboards, milestone tracking, progress consolidation) and produce decision-making support elements for steering. As some projects may involve an IT dimension, you are comfortable framing functional needs and communicating with IT teams; experience in digitalization or the dematerialization of processes is an asset. You have excellent writing skills, with a structured mind and critical thinking. You know how to move from operational detail to a consolidated vision of the whole. You demonstrate reliability, anticipation, autonomy, diplomacy, a sense of collective effort, and know how to interact with diverse stakeholders. You have very good abilities to work on several files in parallel, in a complex and evolving environment.
