Service Manager IT As a competence center for digital transformation in criminal justice, HIS Schweiz provides support to all authorities and stakeholders in the criminal justice chain (police, public prosecutor's office, court, corrections). With a team of currently around 25 people, we accompany the Confederation, Cantons, and authorities on the path to digitalization and standardization – from consulting to implementation. In this way, we create the foundation to move step by step from paper-intensive working methods to electronic legal transactions and to realize the vision of fully digitalized working in criminal proceedings. We are looking for a dedicated person as Service Manager/in IT (80–100 %) In this role, you are responsible for the introduction, operational operation, and continuous further development of the information system Justizvollzug (ISJV). In doing so, you coordinate the cooperation between Cantons, institutions, suppliers, and other relevant stakeholders. You ensure the sustainable operation of the service and continuously develop it along the agreed quality, deadline, and performance specifications. At the same time, you keep an eye on risks, service levels, operating processes, and the concerns of stakeholders and ensure transparent reporting to the responsible steering and decision-making bodies. Additionally, you process IT concerns of the team as first-level support and coordinate their implementation with our external IT service providers. In this versatile and responsible function, you make an essential contribution to establishing ISJV as a stable, user-oriented, and future-proof service in Swiss corrections. What you move You are responsible for the operational operation of ISJV and ensure service quality in ongoing operations. You monitor data deliveries and operating processes, analyze errors or disturbances, and coordinate the necessary measures. You accompany the gradual connection of the Cantons and coordinate introductions, tests, as well as releases, and ensure traceable processes, operating and user documentation. You bring Cantons, specialist departments, suppliers, and clients together, ensure sustainable solutions, and support integration and interface topics. You record new requirements, assess them technically as well as organizationally, and actively participate in the further development of the service. You are the internal contact person for IT concerns and process them as first-level support. You coordinate their implementation with our external IT service providers. You implement the decisions of steering and decision-making bodies, ensure reporting, keep an eye on risks, service levels, and performance agreements, and carry out necessary procurements within the framework of the applicable specifications. What distinguishes you Education in the field of business informatics or engineering at FH/Uni level, supplemented by suitable further training/certifications such as ITIL, HERMES, or similar. Several years of experience in service management, as a Product Owner, or in application operation, in IT project management, and/or in a comparable coordination and interface function. Knowledge of public administration, especially Swiss corrections, as well as experience with federal organizational structures, is an advantage. Good understanding of support, incident, and change processes as well as a basic technical understanding of data flows, interfaces, authorization management, and IT operations. Structured, analytical, and independent way of working with the ability to communicate technical, professional, and organizational contexts understandably and to conduct negotiations. Very good communication and coordination skills, confident appearance towards different stakeholders, as well as a resilient, solution- and team-oriented personality. Very good active language skills (spoken and written C1/C2) in German or French and good knowledge of the respective other language; Italian is an advantage.
