Deputy Director, "Projects and Innovation"

Wishing to open a new field of activity in order to respond to the strong development of the Service intercommunal d'informatique (SIACG), the Association des communes genevoises (ACG) is looking for a Deputy Director, "Projects and Innovation" for an open-ended contract at 100%.

The Service intercommunal d'informatique (SIACG) is a grouping of the Association des communes genevoises (ACG) - a public law entity. Its mission is to ensure and develop a quality service for the benefit of its partners and its clients: the member Geneva communes as well as intercommunal groupings.

Your mission:

Lead at the operational level the new field of activity "Project and innovation" of the SIACG, notably regarding strategic vision, while guaranteeing the achievement of the objectives set by the Director of the grouping;

Participate with the management in the creation of the "Project and innovation" field of activity and then lead it (eventually about ten employees distributed between the "Projects" and "Business Applications" teams). Ensure the recruitment, supervision, development of skills, career monitoring, and evaluation of employees;

Develop and structure the activities of the "Projects and Innovation" department, by implementing effective governance of the project portfolio, ensuring their prioritization according to the strategic orientations of the SIACG and harmonizing project management methods and processes at the grouping scale;

Strengthen the identification and anticipation of the needs of the Geneva communes, in order to propose and deploy adapted application solutions and innovative services. Promote the projects conducted, the solutions developed, and the tools deployed to the communes, by highlighting their benefits and their contribution to digital transformation.

Education, experience and skills required:

Master or bachelor completed with additional training in the IT field or in management;

Minimum of 5 years of experience in a management position in an IT department;

Solid experience in project management and support for increasing organizational maturity;

Proven skills in needs analysis, product innovation, and service marketing strategy;

Knowledge of Geneva public administrations would be an asset.
