Autonomous institutions under public law, the cantonal compensation funds for family allowances and maternity insurance play a central role in the Geneva social insurance system. Placed under the supervision of the Department of Social Cohesion (DCS), they contribute to ensuring the balance and solidarity of these schemes by centralizing their financial flows, constituting and managing their reserves, and ensuring the management of their assets. In this capacity, they particularly ensure the financing of benefits and the investment of assets from a perspective of security, sustainability, and yield.

At the heart of a complex institutional ecosystem, the Funds maintain close relations with nearly one hundred compensation funds, social partners, and cantonal and federal authorities.

Reporting to their Boards of Directors, you assume overall responsibility for the two Funds and contribute to their strategic orientations. You ensure their representation among their various partners and have broad autonomy in the exercise of your function.

Your main responsibilities

In a constantly moving environment, you anticipate economic, social, regulatory, and financial developments, measure their impact, and prepare proposals that guarantee the long-term balance of the schemes, notably the setting of contribution rates.

This overview is based on rigorous financial management: you submit the reserve investment strategy to the Boards of Directors and ensure its implementation, directly or with external partners depending on your profile. You exercise careful monitoring of it, focusing on reporting, performance, and risk levels.

You also ensure the financial and administrative steering of the Funds, including risk management and the internal control system, budgetary and accounting monitoring, as well as compliance with the legislative provisions of the executing bodies.

As an interlocutor for the Boards of Directors, authorities, compensation funds, and financial actors, you represent the Funds and lead complex files while respecting institutional balances. You contribute in particular actively, under the leadership of the DCS, to the implementation of the developments and new schemes expected in the coming years (childcare allowance and parental insurance).

To successfully carry out these missions, you can count on a team of three people, experienced and autonomous, at the head of which you ensure the maintenance of a culture of trust and empowerment, while accompanying them through upcoming developments.

Your profile

• Higher education at Master's level in economics, law, management, or public administration, ideally completed by training in finance or social insurance.
• At least 8 years of experience in a high-responsibility function, with an excellent knowledge of Swiss social insurance and a good understanding of public administration and its institutional environment.
• Strong financial skills, allowing you to manage wealth or supervise its management; experience in wealth management is an asset.
• Good knowledge of the Geneva economic fabric.
• Ability to anticipate, decide, and act with autonomy in complex environments, with an entrepreneurial and pragmatic posture.
• Human and empowering leadership, combined with discernment, conviction, integrity, and a marked sense of the general interest.
• Excellent writing skills in French. German is an asset.
