Start date: As soon as possible Contract type: Permanent Activity rate: 100% Class: 17 Your role: Ensure the implementation of the purchasing policy in compliance with the legal framework of public procurement by conducting acquisition procedures, managing the administrative and contractual aspects of files, and providing advice and expertise to user departments. Your missions: ? Define a purchasing strategy aligned with the policy in place ? Continuously improve purchasing practices according to market developments ? Support departments in the expression of needs and public procurement procedures ? Plan and conduct complete tender procedures ? Negotiate commercial and contractual conditions in compliance with the legal framework ? Formalize award decisions and secure supporting documentation ? Implement framework contracts for recurring purchases ? Guarantee proper contracting with the selected service providers ? Evaluate purchasing performance using indicators and dashboards ? Ensure legal monitoring regarding public procurement Your profile: ? Hold a HES or university degree at bachelor level ? Have additional training in public procurement, purchasing, negotiation and/or cost control ? Demonstrate a minimum of 5 years of professional experience in a similar role ? Have solid knowledge of purchasing procedures and public procurement ? Have a very good command of French, both spoken and written ?
