We are looking for the following profile for one of our clients: Public Buyer (M/F) - Permanent - 100% # Your mission: For one of our clients in the public sector and as part of a position creation, we are looking for a Public Buyer (M/F), for a permanent position to be filled as soon as possible. Start date: As soon as possible Contract type: Permanent Activity rate: 100% Class: 17 Your role: Ensure the implementation of the purchasing policy in compliance with the legal framework of public procurement by conducting acquisition procedures, managing the administrative and contractual aspects of files, and providing advice and expertise to user services. Your tasks: ? Define a purchasing strategy aligned with the existing policy ? Continuously improve purchasing practices based on market developments ? Support services in the expression of needs and public procurement procedures ? Plan and conduct full tender procedures ? Negotiate commercial and contractual conditions in compliance with the legal framework ? Formalize award decisions and secure supporting documentation ? Implement framework agreements for recurring purchases ? Guarantee proper contracting with the selected service providers ? Evaluate purchasing performance using indicators and dashboards ? Ensure legal monitoring regarding public procurement Your profile: ? Hold a HES or university degree at bachelor level ? Have additional training in public procurement, purchasing, negotiation and/or cost control ? Demonstrate a minimum of 5 years of professional experience in a similar role ? Have solid knowledge of purchasing procedures and public procurement ? Have a very good command of French, both spoken and written ? Demonstrate great ease with IT tools, in particular Excel and ERP-type management tools ? Have legal notions useful for drafting contracts
