Bern (and home office) | 80-100% (job sharing possible) Your contribution • Comprehensively plan, coordinate, and direct the preliminary project on the mobile security communication system (CMS) until 2029, while simultaneously creating the basis for subsequent implementation • Concept, coordinate, and successfully implement, together with internal and external partners, the proof of concept for future mobile security communications • Coordinate collaboration between the Confederation, the Cantons, and other partners of the Integrated Swiss Security Network and reconcile different needs to reach sustainable solutions • Develop portfolio visions, roadmaps, and implementation strategies, as well as coordinate requirements with specialist sectors, product management, and agile development teams • Actively manage project progress, risks, changes, costs, and deadlines; support funding, procurement, and communication processes related to the subsequent main project; as well as prepare decision-making bases for program management, management bodies, and clients • As a central point of contact, represent the interests of the target groups and actively contribute to creating a resilient and future-oriented security communication for Switzerland <br /> What distinguishes you • University or university of applied sciences degree in computer science, engineering, or a similar technical field, as well as proven further training in project management • Several years of experience in managing complex digitalization projects or in the ICT sector, preferably in security-critical areas or the public sector • In-depth knowledge of agile process models such as SAFe and DevSecOps, as well as the HERMES project management method, and the ability to integrate the different methods. Assertive personality, with strong interpersonal skills, reliability, negotiation skills, and self-confidence across all hierarchical levels • Ability to think in an interdisciplinary, analytical, and solution-oriented manner, as well as enjoyment in tackling complex challenges together with interdisciplinary teams • Ability to act and establish priorities even under pressure and in a complex and unstable context • Good active knowledge of at least one other official language and, if possible, passive knowledge of a third official language as well as good knowledge of English <br /> In summary Secure communication saves lives. The mobile security communication system (CMS) is the central project aimed at replacing Polycom and ensuring future mobile, broadband, and resilient security communications for the Confederation, the Cantons, the army, authorities, and organizations active in the field of rescue and security, as well as for other partners of the Integrated Swiss Security Network. For the management of the CMS preliminary project, we are looking for an expert, resilient, and determined figure, capable of managing complex projects that combine technology, politics, and federal cooperation in a structured manner. As the project manager of the CMS preliminary project, you will contribute to defining the structure of the next generation of mobile security communication systems for Switzerland.
