Start of employment: immediately or by arrangement Work location: Bern Project Manager Operations New Construction JVA Witzwil; with perspective as a future GL member Do you want to actively help shape the project for this future large-scale operation, taking into account cantonal requirements (sustainability, legal and formal requirements) and make a significant contribution to the implementation of adequate penal execution? The competition for the new construction project is underway, the award decision for execution is planned for mid-2028, and the approval of the execution credit by the Grosser Rat is expected in summer 2029. With the new construction for closed male execution, the current open penal institution (JVA) Witzwil is to be expanded by a closed operation with 200 execution places. The JVA Witzwil will new offer around 400 execution places in the regimes of open and closed male execution, pre-trial detention, as well as administrative detention. This would realize the concept <<execution from a single source>>. With the perspective of being a future member of the management board (GL) of JVA Witzwil -- Infrastructure area (approx. from mid-2029), you will already today take over the user-side operation project management for further infrastructure projects in Witzwil. Until transitioning into the organizational structure of JVA Witzwil, you will be entrusted with further project (management) tasks for department-wide endeavors. Your tasks <br /> • Operation project management for the new construction of JVA Witzwil according to the job description and project manual • Represent the interests of the penal execution of the Canton of Bern and the JVA Witzwil towards the client, internal stakeholders, and third parties with regard to the planning and realization of efficient, sustainable, modern, and interference-free property management as well as for the operation of the future technical and organizational structures • Set up a suitable operating organization (internal and external resources) • Accompany the project in the areas of security technology / Facility Management / maintenance / heating, ventilation, air conditioning, refrigeration, sanitary and electrical (HLKKSE) / measurement, control and regulation technology (MSRL) / Building Information Modeling (BIM) • Define the future operating structures (building technology, Facility Management, maintenance and upkeep) incl. roles, processes, resources, services and involvement of external providers from the aspect of contemporary working methods, considering technological possibilities • Manage the various budget items and develop an operating budget • Plan and accompany the future move from the current JVA Thorberg to the new JVA in coordination with the users • Within the strategic requirements, ensure the structural, technical, and operational functional suitability as well as the preservation of value of the properties • Assumption of further infrastructure projects of JVA Witzwil and the AJV <br /> Your profile <br /> • Tertiary degree in the field of Facility Management, electrical or building technology (Engineer, MAS in Real Estate and Facility Management, BSc Facility Management, Project Manager Building Automation with federal diploma, dipl. Building Technician HF or similar) • Extensive knowledge in the areas of Facility Management, maintenance, HLKKSE, MSRL and BIM • Proven experience in the implementation of extensive new construction projects, the leadership of project employees, as well as in the management of budget items/cost centers • Proven experience in the area of Safety & Security as well as the operation of particularly sensitive infrastructures • Motivated, resilient, self-confident and solution-oriented personality with business administration understanding, good manners, assertiveness and negotiation skills • Strong conceptual abilities as well as audience-appropriate communication skills • Visionary and future-oriented mindset combined with empathy to convincingly deal with critical voices. • Flexibility to carry out assignments also outside of office hours if required (on-call service) • Driver's license category B <br /> We offer you a versatile and interesting activity in a lively operation, flexible working hours (annual working time model) as well as the opportunity to take a seat in the GL of a modern and Switzerland-wide unique penal institution from 2029, with responsibility for a very comprehensive and demanding infrastructure portfolio.
