Head of Operations

The Service des bâtiments (SBAT) is looking for a Head of Operations SBAT151 The SBAT is responsible for the management of the State's real estate assets. We ensure their maintenance, upkeep, and renovation or reconfiguration work. As a representative of the Maître de l'Ouvrage (MO), we actively participate in the planning and realization of new constructions or major transformations. Your missions At the head of the Operations domain, you guarantee the optimal operation of buildings and premises belonging to or leased by the State, in compliance with the service's strategy and the objectives of efficiency, quality, and sustainability. In this capacity, you supervise a team composed of an Energy and occupational health and safety (SST) manager, a database manager, and approximately 75 concierge employees. You define and implement the building operations strategy, steer the processes, resources, and the domain's budget, while ensuring its financial management. In parallel, you develop the energy efficiency strategy, supervise energy and water purchases as well as the monitoring of consumption. As the guarantor of service quality, you ensure compliance with public procurement and contribute to the development of facility management as well as the digital transformation of the service. Your profile Holder of a federal diploma as a manager in facility management or an equivalent training, you also benefit from a MAS in Energy and sustainable development in the built environment or an equivalent training. A CAS in energy efficiency contracts is an additional asset. You justify at least five years of experience in a similar function, including team leadership, as well as solid experience in building operations and the management of technical installations. With solid knowledge regarding energy, water, energy efficiency, and energy purchases, you also master public procurement as well as usual office tools. Recognized for your management skills, your sense of organization and ability to lead cross-functional projects, you demonstrate excellent analytical skills, writing and interpersonal ease, as well as a real capacity to unite teams and lead change.
