Project Manager Mobile Security Communication (MSK) Bern (and home office) | 80-100% (job sharing possible) This is your contribution To comprehensively plan, steer, and successfully lead the preliminary project of the Mobile Security Communication System (MSK) until 2029 and to create the foundations for the subsequent implementation To design, coordinate, and successfully implement the Proof of Concept for future mobile security communication together with internal and external partners To coordinate the cooperation between the Confederation, cantons, and other partners of the Sicherheitsverbund Schweiz and to merge different requirements into viable solutions To develop portfolio visions, roadmaps, and implementation strategies as well as to coordinate requirements with specialist departments, product management, and agile development teams To actively manage project progress, risks, changes, costs, and deadlines, to support the financing, procurement, and message processes for the later main project, and to prepare decision-making bases for program management, steering committees, and clients As a central contact person, to represent the interests of stakeholders and to actively help shape the development of a resilient, future-oriented security communication for Switzerland What makes you unique University or university of applied sciences degree in computer science, business informatics, engineering, or a comparable field of study, as well as sound further training in project management Several years of experience in managing complex digitalization or ICT projects, preferably in a security-critical or public environment Extensive knowledge of agile procedural models such as SAFe and DevSecOps as well as the project management method HERMES and the ability to combine the different methods Convincing personality with high social competence, reliability, negotiation skills, and a confident appearance at all hierarchical levels; ability to remain operational and set priorities even under time pressure and in a complex and volatile environment Networked, analytical, and solution-oriented thinking as well as enjoyment in mastering complex challenges together with interdisciplinary teams Good knowledge of at least one second official language and, if possible, passive knowledge of a third official language, or good knowledge of English In a nutshell Secure communication saves lives. The Mobile Security Communication System (MSK) is the central project to replace Polycom and to ensure the future mobile, broadband, and resilient security communication of the Confederation, cantons, army, authorities, and organizations for rescue and safety, as well as other partners in the Sicherheitsverbund Schweiz. To lead the MSK preliminary project, we are looking for an experienced, resilient, and assertive personality who can lead complex projects in a structured manner at the interface of technology, politics, and federal cooperation. As Project Manager of the MSK preliminary project, you will help shape the development of the next generation of mobile security communication for Switzerland. You will coordinate the cooperation between the Confederation, cantons, and other partners, create the foundations for implementation by 2029, and make a sustainable contribution to the resilience and operational capability of the authorities and organizations for rescue and safety in extraordinary situations.
