Bern, Switzerland \| 80-100% (jobsharing possible) Your contribution <br /> • Manage a team composed of purchasing specialists on a personal and operational level • Execute various types of complex procedures above and below the WTO threshold (WTO calls for tender, invitations or direct awards), provide consumer advice • Draft tender documentation, conduct evaluations and negotiations on prices and contracts • Manage suppliers and contracts, constantly optimize purchasing procedures in collaboration with the public procurement competence center of the Federal Office for Buildings and Logistics • Collaborate on cross-sectoral projects <br /> What distinguishes you <br /> • Training in the commercial or business administration field (SSS/SUP) and several years of experience, preferably in the public procurement sector • Autonomy, initiative, organizational and communication skills, as well as personnel management skills • Knowledge of federal bidding procedures and processes, negotiation skills and assertiveness • Experience in managing challenges related to IT sector purchasing • Strong analytical and conceptual skills, as well as a strong orientation towards service and customers • Good active, written and oral knowledge of two official languages and passive knowledge of a third <br /> In summary The Labour Directorate of SECO is the Confederation's competence center for labour market policy. The Labour Market / Unemployment Insurance service area is responsible for unemployment insurance (UI) and the public placement service. The Purchasing group is the competence center for all procurement projects and their strategic and operational implementation in the Labour Market and Unemployment Insurance service area. It is responsible for the correct and legally compliant processing of purchasing operations, solicits offers, conducts WTO calls for tender, contracts or coordinates negotiation cycles and drafts contracts.
